  • Overview

    Manages all aspects of contract compliance matrixes to include:  Human Resources, Quality Control, Safety, and Fiscal Reporting functions and timelines.  Provides program support and input on government contract related issues.  Provides input for quality control and safety manuals, MSDS books, and policies and procedures.  Under the direction of CFO and interfaces frequently with the Operations and Business Development teams in monitoring compliance initiatives, matrixes, and timelines to ensure all deliverables are met. 


    • Maintain a high-level situational awareness of contractual matters on all company contracts and provide contract-based strategic leadership.
    • Maintain awareness of contract compliance matters appearing in contracts and disseminate information to the responsible party/department within the organization at the beginning of and throughout contract performance.
    • Adept in the management of contract compliance and interpretation of Federal Acquisition Regulations.
    • Ensures contract requirements are met by developing schedules and timeframes for compliance identification, tracking, and recordkeeping.
    • Maintain awareness and tracking of contract modifications, due dates, deliverables, etc. and utilize a tracking system for monitoring same.
    • Designs and implements contract filing system index to ensure accurate tracking of all contract documents and modifications; establishes a log with contract and modification numbers, dates, and amounts.

    • Ensures compliance with Small Business Administration (SBA) documentation requirements.
    • Ability to develop, negotiate, and execute Non-Disclosure Agreements, Teaming Agreements, Subcontracts, and Contracts.
    • Performs regular reviews to compliance matrix and sends updates and reminders to the Operations Team of upcoming requirements and timelines.
    • Provides assistance with program management and business development as designated.
    • Oversees the authenticity of documentation control recordkeeping, record archives, and retrieval; maintains all Original contracts.
    • Interfaces with the Operations Teams - provides program support and ensures that contract compliance measures are developed and initiated. Performs relief work on project sites as requested.
    • Interfaces with the Business Development Team, by providing business advice and guidance.
    • Assists in reconciliation and resolution of funding issues on contracts, task orders, delivery orders, etc. and assist in communication and resolution with accounting department and customers.
    • Develops implementation plans; communicates changes effectively for all of the above responsibilities.



    • Bachelor of Arts or Bachelor of Science in a related field. College degree may be waived if equivalent, extensive related experience can be demonstrated.
    • A minimum of seven (7) years’ experience in project site operations/ management within a services industry, and/or government contracting environment.
    • Must have experience with commercial contracts including general/civil contract experience and construction contracts to include federal contracting and commercial.
    • Must have experience with project site operational functions associated with an organization with multiple office sites.
    • Knowledge of and experience in government (federal, state, and/or local) contracting procedures.
    • DAWIA Level II or III Certification in Contracting is desirable.



    • Experience with contract administration for government contracting and meeting SBA requirements. Knowledge of CPARs and CPAR rebuttal process.
    • Experience with Professional Services, Facilities Operations and Maintenance Support Services management and maintenance and/or integrated services or construction industry.
    • Experience with SCA and DBA labor requirements.
    • Knowledge of Collective Bargaining Agreements.
    • Computer skilled, with advanced knowledge and experience in Microsoft Office, Excel, PowerPoint, Outlook, and database applications.
    • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations including the U.S.C., FAR, DFAR, and other related Federal acquisition regulations.
    • Demonstrates accuracy and thoroughness; monitors own work to ensure quality.
    • Ability to work well under pressure.
    • Ability to work/think independently – demonstrates initiative.
    • Prioritizes and plans work activities; uses time efficiently.
    • Web-based research of government contracts and applicable regulations, etc.
    • Ability to work and communicate effectively with employees and management team to proactively meet and exceed the needs of the administrative office staff and professionals.
    • Contribute innovation to the creation of policies and procedures that facilitate best practice management applications.
    • Able to coordinate several activities at once, quickly analyze and resolve specific problems, and cope with deadlines effectively.
    • Observes safety procedures and reports potentially unsafe conditions.
    • Adapts to changes in the work environment and manages competing demands.
    • Ability to follow Corporate Organizational and Functional Charts.

    Physical Demands

    Work Environment

    Work is performed in a professional office setting including the normal office equipment (computer, fax machines, copier) and with a wide variety of people in differing functions, personalities and abilities. Position may occasionally be required to handle assignments at various project/ operation sites where travel is required outside the primary work location.  During visits to areas of operations, may be exposed to extreme cold or hot weather conditions.  Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.

    Work Schedule

    40 hours per week.  May be required to work additional hours as needed to complete assignment or project.
