  • Overview

    Manages project operations.  Interprets complex client requirements, and interacts closely with the client.  Manages and maintains development, production and delivery standards; ensures project assignments are met and completed as directed.  Acquires and oversees resources to complete projects.  Enforces work standards and reviews/resolves discrepancies to ensure compliance with contract requirements.  Maintains project documentation, providing assessment of technical and non-technical project issues.  Reports in writing and orally to higher management; communicates directly with clients and/or other contractor personnel, and effectively allocates resources.

    Responsibilities

    • Transuranic (TRU) program and waste acceptance criteria (WAC) for shipment of TRU waste to the Waste Isolation Pilot Project (WIPP).
    • Operations activities at the T Plant, and specifically preparations to receive K Basin sludge.
    • Central Waste Complex operations, drum/waste container identification, and RCRA enhancement work.
    • Solid Waste Operating Complex documented safety analyses and technical safety requirements and their impact on facility operations.
    • Mixed low-level waste (MLLW) burial ground operation and waste disposal.
    • Naval Reactors disposal and maintenance.
    • Participate in project conference calls as a SME for assigned areas.
    • Participate in on-site assessments as required.
    • Support the Federal Project Director (FPD) as required.

    Numerous activities are covered under Tri-Party Agreement milestones, e.g., M-091-52, M-091-53.  These operations are complex and involve multiple layers of regulatory complexity (e.g., federal, state, and DOE regulations).  The selected individual will need to provide detailed technical oversight and support to prevent programmatic failure due to, for example, failure to comply with regulations or coordination of resources.

     

    DELIVERABLES

    All deliverables must meet established milestones:

    • Assist in preparation of draft reports, including safety analyses, assessment, regulatory documents, waste acceptance criteria, technical reports, or other documents as needed. Assessment include adequacy of AK packages, adequacy of waste packages, and adequacy of TRU waste characterization information and waste generation.
    • Provide recommendations in assigned areas that may need improvement.

    Qualifications

    MINIMUM QUALIFICATIONS

    Selected individual must be an expert whose credentials and experience align with the criteria listed below, and who can provide the Federal Project Director with sufficient-broad capability to address the full range of issues that may emerge.  Technical expertise includes, but is not limited to:

    • 10 years of relevant experience;
    • Bachelor’s degree in relevant field of study;
    • Recognized experience in project management, radioactive waste management, and nuclear safety management;
    • Knowledge of the Hanford site and wastes managed at the Hanford site;
    • Experience in project reviews, evaluations and assessments;
    • Skilled at critical thinking, problem identification and resolution;
    • All candidates will undergo a background investigation and must be found eligible to receive the appropriate security credential (badge) prior to final approval for hire; and,
    • Must be a U.S. citizen.

     

    SPECIAL SKILLS

    All resources to participate on this statement of work should have resumes that demonstrate proficiency in the subject matter areas, as well as the requisite education and experience to perform the tasks delineated, including:

    • Expert writing skills, proven experience in supporting programs and projects with analysis, tracking, monitoring, assessment, review and coordination;
    • Excellent communication and interface skills; ability to elicit information and utilize in development of products and provision of support;
    • Proficiency with Microsoft Word, Excel, PowerPoint, Access, & Outlook;
    • Knowledge of and/or experience utilizing Monte Carlo simulation software, including Pertmaster® or Primavera Risk Analysis®;
    • Knowledge of DOE/RL policies and procedures, as well as familiarity with the Hanford Site mission, activities and priorities;
    • Knowledge of program and project management practices, policies, and procedures; preference for knowledge of and experience with DOE Order 413.3;
    • Experience in oversight of Hanford prime contractor baseline planning, including scope definition, schedules, cost estimates, performance reporting, and earned value analysis;
    • Familiarity with and evaluation of Hanford prime contractor BCRs and REAs.
    • Evaluation of Hanford prime contractor performance including verification of scope completion, schedule variance analysis, and cost variance analysis;
    • Development and maintenance of Hanford life-cycle planning including scope definition, schedules and cost estimates;
    • Development and maintenance of project controls protocols, and process documentation, including desktop guides and official procedures; and
    • Excellent communication and interpersonal skills.
    • Must be exceedingly well organized, flexible.
    • Strong organizational skills and detail oriented.
    • Ability to multi-task.
    • Demonstrated ability to perform diverse duties under operating and deadline constraints.
    • Demonstrates accuracy and thoroughness; monitors own work to ensure quality.

    Supervisory

    Communicates directly with clients and/or other contractor personnel, and effectively allocates resources

    Physical Demands

    Position consists of sitting for long periods of time, using hands/fingers, handling, reaching with hands and arms, talking, hearing and seeing up close, at a distance, along the periphery, with depth perception and the ability to focus; occasional walking or standing, bending, kneeling, stooping, crouching, and lifting boxes weighing up to 30 pounds.  Moderate to extended periods of office work with heavy periods of computer usage. May be assigned occasional to moderate periods of analytical tasks requiring extensive reasoning abilities.     Work Environment

    Work is primarily performed in a professional office setting, including the normal office equipment (e.g., computer, fax machines, copier) and with a wide variety of people in differing functions, personalities and abilities.

    Work Schedule

    40 hours per week.  May be required to work additional hours as needed to complete assignment or project.
