  • Overview

    Evaluates existing procedures, processes, or models related to management tasks.  Works with client to define needs and translate to programs. 

    Responsibilities

    Provide FIN support in a competent, professional manner that meets established milestones and delivery schedules in the following areas:

    • Support accounting related to the Federal Agency Travel System Administration for the Concur Government Edition (CGE) Travel system;
    • Assist with Government Travel Charge Card statement reconciliation;
    • Evaluate and assess financial database reconciliation and clean up, including but not limited to:
    • CGE to the Standardized Accounting and Reporting System (STARS), EMTRAX to STARS
    • Prepare data retrieval and analysis required for financial statement preparation (i.e. Undelivered Orders (UDO) balance reviews, Comprehensive Field Financial Review and Certification (CFFR) support documents
    • Support weekly, end of month (EOM), end of quarter (EOQ), and end of year (EOY) contractor invoice/cost zero cost/pay adjustments, payment alignment for DOEPAC entries, property file postings, EDITS report, Accrual report, Abnormal Balances report, and other related reports;
    • Support various FIN and Budget systems, such as STARS, EMATRAX, CGE, and Financial Accounting Support Tool (FAST)
    • Complete internal control testing as required by Office of Management and Budget (OMB) Circular A-123
    • Perform contractor invoice review;
    • Communicate effectively with all levels of contractor and government staff; and
    • Keep FIN management advised of work progress, new issues, concerns, and other areas of significance.

     

    Deliverables:

    • Confirm updates to supplier records, banking, new purchase orders, and employee records in STARS;
    • Provide STARS reconciliation analysis and outcomes for a variety of financial activities as required;
    • Support executing reservation/obligation of funds for all contracts;
    • Assist with resolution of payment inquiries;
    • Deliver reports and presentation materials to the RL Finance Division; and
    • Provide results of financial/information analysis.

    Qualifications

    MINIMUM QUALIFICATIONS

    • Requires a Bachelor's Degree or equivalent, in relevant area of study.
    • 5+ years of relevant experience required.
    • U.S. Citizen
    • Demonstrated experience in preparing written correspondence to project tasks.
    • Certain degree of creativity and latitude required.
    • Confidential data and information management experience required.
    • Strong organizational skills and detail oriented.
    • Demonstrated ability to perform diverse duties under operating and deadline constraints.
    • Demonstrates accuracy and thoroughness; monitors own work to ensure quality.

    Physical Demands

    Position consists of sitting for long periods of time, using hands/fingers, handling, reaching with hands and arms, talking, hearing and seeing up close, at a distance, along the periphery, with depth perception and the ability to focus; occasional walking or standing, bending, kneeling, stooping, crouching, and lifting boxes weighing up to 30 pounds.  Moderate to extended periods of office work with heavy periods of computer usage. May be assigned occasional to moderate periods of analytical tasks requiring extensive reasoning abilities.     Work Environment

    Work is primarily performed in a professional office setting, including the normal office equipment (e.g., computer, fax machines, copier) and with a wide variety of people in differing functions, personalities and abilities.

    Work Schedule

    40 hours per week.  May be required to work additional hours as needed to complete assignment or project.
