  • Overview

    Performs and leads all aspects of database platform development to include MS SQL and ORACLE.  The Application Support Lead designs, develops, implements and maintains SharePoint, SQL, applications, websites, databases, and Java-based web applications.

    Responsibilities

    • Provides database expertise to the software development team in the design, development and maintenance of the APHC enterprise database environment.
    • Provides expertise in data storage systems.
    • Implements software solutions for performance enhancement, operator interface, and increased user capability.
    • Performs complex analysis and design of client databases, including web services and mobile applications.
    • Ensures proper configuration of the database for performance, provides guidance on optimization, develops logic and physical designs, develops and maintains the data dictionary, and enforces standards for database use and security.
    • Evaluate the data processing techniques, database management, and management information system concepts and applications as they relate government requirements and deliverables.
    • Define all required database administration policies, procedures, standards, and guidelines.
    • Oversees the SharePoint environment for APHC.
    • Administers the nonperson entities (NPEs) in the DISA Global Address List (GAL) on behalf of APHC.
    • Synchronizes distribution lists to APHC’s personnel database.
    • Provides all facets of server support as an administrator for hosted applications, such as but not limited to, enterprise-based systems like a laboratory information management system (LIMS). Provides cyber security remediation to assure compliance with STIGS, OPORDS, VDPs, and the like.
    • Support for all aspects of MS SQL Server database functionality including planning and installation, administration, design and implementation, report design, replication, backup and recovery, migration and upgrade services, data warehouses, performance tuning, query optimization, environment assessments, and licensing.
    • Tier III customer support for these applications as well as related health checks, detailed evaluations and application log reviews, system patching, and any necessary modifications that conform to application, web, and database server maintenance and patching.

    Qualifications

    Minimum Qualifications:

    • Security clearance required up to top secret.
    • It is preferred to have 5 years of mastery level DBA experience, with emphasis on full range of database lifecycle procedures, along with administrative Microsoft based server experience, application support experience, and thorough understanding of cybersecurity requirements and remediation techniques.
    • Excellent verbal and written communication skills are required, as well as leading/mentoring subordinate staff members.
    • MCDBA, VMware Certified Professional plus baseline certification as stipulated in DoD 8570.01 and DoD 8570.01-M

    Special Skills:

    • Provides guidance and execution for provisioning and de-provisioning IT network accounts.
    • Engineering level expertise in SharePoint, SQL, applications, websites, databases, and Java-based web applications.
    • Experience with NIPR, SIPR, and Extranet environments.
    • System design in accordance with customer and security requirements and define special considerations to include: data control, security and audit procedures, archived historical, current data purging and data entry criteria, scheduling, disaster recovery, special quality assurance factors and configuration control requirements.

    Physical Demands

    Position consists of sitting for long periods of time, using hands/fingers, handling, reaching with hands and arms, speaking or translating.  Periods of walking, standing, bending, kneeling, stooping, crouching, and lifting equipment weighing up to 30 pounds.  Moderate to extended periods of office work with heavy periods of computer usage. May be assigned occasional to moderate periods of analytical tasks requiring extensive reasoning abilities.     Work Environment

    Work is performed primarily indoors at a well-lit office or server room environment. The environment is normally air conditioned, but conditions may change dependent upon circumstances.  Work may need to be performed in a fast-paced environment requiring quick thinking and rapid judgements.  Employee will be exposed to a wide variety of clients in differing functions, personalities and abilities.

    Work Schedule

    Full time with occasional travel between IT support facilities. Systems Architect II (Application Support Lead) shall be available and required to work additional hours as deemed necessary for adequate deliverable care of services.
