  • Overview

    Serves the application Development Team Lead. Responsible for leading assigned Developers and Requirements Analysts in designing, developing and integrating weExb technologies, collaboration tools, enterprise content management, and mobility services that support the APHC mission.

    Responsibilities

    • Capable of resolving highly complex issues, conducting advanced research and recommending innovations across APHC’s application enterprise.
    • Manages Team to ensure on-time progress and completion of all projects and provides oversight of all application development solutions to ensure efficiencies are provided and requirements are met.
    • Ensures system/component development is performed in accordance with the appropriate defined design and development process to ensure full functionality on both Windows and Solaris environments.
    • Monitors website statistics collection to ensure capture is functioning and accurate data are available for use by Government.
    • Ensures program technical design, coding, and testing functions within the application development process.
    • Ensures requirements are maintained with the Team Foundation Server (TFS) (or equivalent system).
    • Provides leadership to Development Team Members to enable quality development of prototypes and proof of concept models to support and solidify design decisions.
    • Coordinates with the IMD’s PMO and APHC customers to develop and document business goals, objectives and requirements.
    • Completes reporting in accordance with PWS timelines and content requirements.
    • Make sure the Government is alerted of discrepancies requiring more than 4 hours of effort to resolve and work with appropriate government representative(s) to achieve required outcomes.

    Qualifications

    Minimum Qualifications:

    • Ability to obtain and maintain security clearance up to Top Secret level.
    • 3 years’ experience leading software development, design, and support team.
    • 5 years’ experience in full range of solution development and deployment preferred.
    • Extensive Microsoft-based development experience.
    • Excellent verbal and written communication skills are required, as well as leading/mentoring subordinate staff members.
    • MCITP or MCPD plus baseline certification as stipulated in DoD 8570.01 and DoD 8570.01-M

    Special Skills:

    • Strong experience with Java-based web applications and SQL reporting services.
    • Expertise in utilizing Enterprise Resource Administration and Management and Content Delivery Network and SharePoint services across multiple application environments.
    • Expertise with Oracle 10g and 11g systems (including Oracle RAC, RDBMS, WebLogic Application Server, and Oracle Application Server, Discoverer, and Infrastructure) and other products as required for Windows and Solaris Environment.

    Physical Demands

    Position consists of sitting for long periods of time, using hands/fingers, handling, reaching with hands and arms, speaking or translating.  Periods of walking, standing, bending, kneeling, stooping, crouching, and lifting equipment weighing up to 30 pounds.  Moderate to extended periods of office work with heavy periods of computer usage. May be assigned occasional to moderate periods of analytical tasks requiring extensive reasoning abilities.     Work Environment

    Work is performed primarily indoors at a well-lit office or server room environment. The environment is normally air conditioned, but conditions may change dependent upon circumstances.  Work may need to be performed in a fast-paced environment requiring quick thinking and rapid judgements.  Employee will be exposed to a wide variety of clients in differing functions, personalities and abilities.

    Work Schedule

    Full time with occasional travel between IT support facilities. Web Project Manager (Dev Team Lead) shall be available and required to work additional hours as deemed necessary for adequate deliverable care of services.
