  • Overview

    Ability to design, develop and integrate web technologies, collaboration tools, enterprise content management, and mobility services that support the APHC mission.

    Responsibilities

    • Ability to design user interface and systems architecture for complex environments as well as analyzing, mapping and reengineering complex business processes.
    • Resolves highly complex issues, conducts advanced research and recommends innovations.
    • Perform system design and development tasks to established standards with regards to customer requirements, security mandates, timelines, and operational quality of assigned projects.
    • Develops prototypes and proof of concept models to support and solidify design decisions.
    • Must be able to perform the following responsibilities with limited assistance, and remain cognizant of common standards as well as emerging trends and technologies; coordinates with the IMD’s PMO and APHC customers to develop and document business goals, objectives and requirements, establish standards for web site content design and user interface, develop server-side program content and client-side scripting, monitor web usage and develop improvement plans, evaluate web-based development technologies, tools and applications.
    • Perform planning and installation, design and implementation, replication, backup and recovery, migration and upgrade services, performance tuning, environment assessments, and licensing support as required to meet PWS deliverables.
    • Perform design and development of Oracle suite of products in support of customer requirements for all web applications and reporting.
    • Support a full range of Oracle database functions in direct support to APHC internal development projects, testing and production deployments, COTS/GOTS deployments to meet established timelines. Fulfill indirect Oracle support services as required to maintain an approved and secure Oracle environment.
    • Provide support and maintenance for all mobile-friendly applications/websites to ensure that updates are configured and optimized for mobile use, across all environments.
    • Apply processes and procedures to ensure that all system and system component maintenance updates and versions are designed and developed in a manner that each product update or version builds on the preceding version and does not delete or diminish previous functionality, unless specifically directed or approved.
    • Works on a variety of platforms using a combination of development tools and languages.
    • Performs program technical design, coding, and testing functions within the application development process.

    Qualifications

    Minimum Qualifications:

    • Ability to obtain and maintain security clearance up to Top Secret level.
    • 3 to 5 years of related programming and development experience preferred.
    • Strong Microsoft-based development experience.
    • Certification: MCPD preferred plus baseline certification as stipulated in DoD 8570.01 and DoD 8570.01-M

    Special Skills:

    • Strong experience with Java-based web applications and SQL reporting services.
    • Expertise in utilizing Enterprise Resource Administration and Management and Content Delivery Network and SharePoint services across multiple application environments.
    • Expertise with Oracle 10g and 11g systems (including Oracle RAC, RDBMS, WebLogic Application Server, and Oracle Application Server, Discoverer, and Infrastructure) and other products as required for Windows and Solaris Environment.

    Physical Demands

    Position consists of sitting for long periods of time, using hands/fingers, handling, reaching with hands and arms, speaking or translating.  Periods of walking, standing, bending, kneeling, stooping, crouching, and lifting equipment weighing up to 30 pounds.  Moderate to extended periods of office work with heavy periods of computer usage. May be assigned occasional to moderate periods of analytical tasks requiring extensive reasoning abilities.     Work Environment

    Work is performed primarily indoors at a well-lit office or server room environment. The environment is normally air conditioned, but conditions may change dependent upon circumstances.  Work may need to be performed in a fast-paced environment requiring quick thinking and rapid judgements.  Employee will be exposed to a wide variety of clients in differing functions, personalities and abilities.

    Work Schedule

    Full time with occasional travel between IT support facilities. Application Programmer III (Web Dev II) shall be available and required to work additional hours as deemed necessary for adequate deliverable care of services.
